Our Story
Open Arms Personal Care was founded by Doreen Larkin and Georgia Freeman, two nurses who saw firsthand how deeply families needed dependable in-home care. Their vision began when a beloved family member struggled with daily activities after a health decline. Through their hands-on experience supporting her recovery, they recognized just how essential compassionate home care truly is — and how many others in the Norfolk community needed the same support.
